WLR3 Development

The plan behind Openreach and Wholesale Line Rental 3 (WLR3) is that BT and other Communications Providers (CP’s) all implement their services and get their data from the same place in the same format. This ensures equivalence of opportunity as outlined by Ofcom. Whatever BT can do so can any organisation that has taken the trouble to through rigorous compliance testing for their systems as a CP.

WLR3 enables third party CP’s to offer their own branded telephony service to their customers.

WLR3 history

BT Group formed Openreach, a new business unit operating the access and backhaul network as a committed response to equivalence requirements outlined in the Ofcom Strategic Review of Telecommunications released in September 2005. Operational separation of Openreach from BT was achieved by installing a new leadership team, branding, vehicle fleet, account management and remuneration model. BT also undertook the development and provision of the Equivalence Management Platform (EMP).
The WLR3 standard specifies how CPs should interact with Openreach, so that all CP’s and BT have equivalent access to the network. The WLR3 service is provided by the BT Group business Openreach.

WLR3 is provided as part of EMP, and will enable CP’s to provide a speedy, efficient service to their customers with high availability, reliability and performance.

WLR3 Integration and Development

We are a Third Party Integrator (TPI) for WLR3 and offer design and integration services for accessing and using WLR services.
